The Chief Finance Officer (CFO) is one of four statutory positions that all municipalities in the state of New Jersey must have. The CFO is responsible for monitoring all revenues and expenditures, providing the governing body a monthly reports (i.e., the bills list, etc.). These reports serve as an internal control and transparency to the Township’s residents.
The CFO is responsible for complying and responding to the “Comments and Recommendations” produced by Township's annual audit. She is also responsible for drafting the Annual Financial Statement (AFS), the Annual Debt Statements (ADS) and the Supplemental Debt Statement (SDS), Balance sheets, the Annual Budget and various other duties that contribute to the fiscal solvency of the Township.
In addition to statutory duties, the CFO is also responsible for processing payroll, selecting the official depositories of the Township's monies, creating a Cash Management Plan (insuring idles funds are generating revenue, contract negotiation and various other mundane activities that contribute to the Township's vibrancy.
